Assessing ICT Infrastructure Readiness and Digital Governance in Zambia’s Higher Education Institutions
Abstract
The expansion of higher education in Zambia has outpaced investment in information and
communication technology (ICT) infrastructure, resulting in fragmented digital platforms,
weak cybersecurity governance, and persistent digital inequity. This study assesses ICT
infrastructure readiness and digital governance maturity across three Zambian public
universities to develop a sustainable, secure, and inclusive smart campus framework. A
multi-method design combined infrastructure audits (18 campus sites, 83 audit items), a
stakeholder survey (n = 247), document analysis of institutional policies and budgets, and an
ITIL-aligned service maturity assessment. Quantitative and qualitative analyses reveal that
average campus bandwidth is 156 Mbps (0.9 Mbps per concurrent user), 41 % of computers
exceed five years of age, and the ICT staff-to-student ratio stands at 1:1,876—substantially
below recommended levels. Digital platforms are highly fragmented (an average of 14.3
discrete systems per institution), and cybersecurity governance is critically weak: a 79-fold
discrepancy exists between reported security incidents and logged access attempts, with
multi-factor authentication absent in one-third of institutions. ICT expenditure averages only
2.9 % of institutional budgets, far below the UNESCO-recommended 6–8 %. However,
significant opportunities exist through public-private partnerships, including the World Bank’s
US$ 63 million Digital Zambia Acceleration Project and the UNZA-INFRATEL Innovation
Hub. The study concludes that Zambian HEIs require a strategic framework prioritising system
integration over isolated innovation, incremental cybersecurity capacity building, PPP-led
infrastructure scaling, and embedded digital equity. These findings directly inform national
policy and institutional decision-making toward resilient and inclusive digital transformation in
Zambian higher education.
